THE LEADER

1.      There is a good environment for the Amm Admi Party in Kerala to blow up their stands because of the stable three party forums facing a lot of crisis. Eventhough these four parties are the same coins as far as the politics concerned, there may be an opportunity for the Amm Admi Party in Kerala to concentrate in the one or two Panchayats or Muncipalities in each constituency and have to convert it into the model of 21st Century.

2.      Corruption is the main hindrance to convert the administrative bodies into the model of 21st Century. Morality of the person may be the first priority of the leader.

3.      One of the notable change in Local Administrative bodies is the Law of Panchayath Raj. By the way of Panchayat Raj, there is a lot of plan funds are flowing to the Local Administrative Bodies ie. an average panchayat area is to spend between 10 to 15 Crores in an year. To handle this plan fund without irregularity is the quality of the person and may be the priority of the leader.

4.      An average Panchayat population consists the number of voters between 12000 to 15000. In the Plantation area like Kanan Devan Hills Co Ltd the employees exceeds the number of voters of an average Panchayat. The person who has well studied the living standards and the solution in it in the area of Panchayat is the quality and may be the priority of the leader.

5.      There are three stages in Panchayathi Raj system ie. Grama Panchayat, Block Panchayat and District Panchayat. These three tire system is very keen to the development of rural areas. Block Panchayat aims to the development not only to the area under their Panchayats but to concentrate the development of connecting the Panchayats. The District Panchayat is also to concentrate the development of connecting the Block Panchayats. To understand the real aim of the concept of Panchayat Raj may be the priority of the leader.

6.      In our democracy every person, who attain the age, can contest the leader. Once he/she is contested and elected as leader, likes to continue next time as a leader. An average contestant in his first term studies how to practise corruption without the notice of the people. The society should be careful not to repeat him as leader and the fresh one may be priority of the leader.

7.      Kerala had a thumping impression in the world for electing the first communist ministry by democracy. Later in the same Kerala, in the 21st century, we elected the Chief Minister who had not completed School education and has completed the 80th year of age. We should be careful in their education and age in the 21st century. Those who have at least a Degree level qualification and below the age 65 may be the priority of the leader.

8.      Those who get the old age and have no education but have thorough knowledge and deep opinion by their experience may constitute an advisory body. The person who consider the voice of old age may be given the priority of the leader.

9.      Most of the promotion posts in the Government Service and most representatives in the Administrative bodies are Socially, Culturally and Literally backward. By the above reasons these institutions are facing such a critical damage. The person Socially, Culturally and Literally forward may be given the priority of the leader.

10.  The lack of knowledge in Environment is the reasons for natural calamities. The nearest study proves the lack of knowledge in the Environment in Kerala Students also. To take the safety measures in Environmental problems in his surroundings is the quality of the person and may be the priority of the leader.
